He goes to the bathroom to clean up and she then goes to the bathroom and uses toilet paper to clean herself and she gets dressed states that they were at Ayers' residence approximately twenty to thirty minutes. He takes her to her car and nothing is said during the return trip to her car.
When inquired by the investigators as to why now to report the incident she stated that she recently (after the first week of January, specific date unknown) told Wayne (her live in boyfriend) about the sex being forced. Wayne told that if she wanted to pursue it he would stand by her that something needs to be done with Deputy Ayers. Then asked about any contact with Deputy Ayers after the September 17th incident she states during this interview that she had several casual telephone conversations with him between September 17th and the time of the first pregnancy test…Case Number SE-14-0012.

From 2003 until 2012 Harvey Ayers found employment as a sworn Punta Gorda Police Officer and Detective. Public records obtained from the Punta Gorda Police Department reveal that Harvey Ayers was the subject of nearly 40 Internal Affairs Investigations:
Harvey Ayers was found to be untruthful in at least three sustained violations for attempting to cover up his misconduct and allowing a civilian observer ride along to yield a firearm while participating in the search of a school and a vehicle, placing citizens, other officers and the observer in life threatening danger.

Unbelievably, Harvey Ayers then brought his abusive, reckless, untruthful, harassing, bullying and intimidating tactics to Sarasota County, where he was hired as a code enforcement officer. Public records obtained from Sarasota County employment record reveal the following:
Harvey Ayers purposefully mislead relevant information pertinent to his termination from the City of Punta Gorda Police Department on his Sarasota County application for employment. Contained in this packet and also his employment file.
Harvey Ayers lied on his Sarasota County job application as to whether he had a traffic ticket in the past 5 years, yet when Sarasota County was informed about his lie, they could care less and did absolutely nothing. 
Sarasota County employment records indicate that officials obtained records from the Punta Gorda Police Department, thus, were aware of his sordid and dishonest history from public records they obtained, yet still hired Harvey Ayers from a pool of 8 candidates, even after they were fully aware of his lying and poor character. 
Harvey Ayers upon being hired by Sarasota County, was required to sign the Ethics/Oath stating he would be truthful in his capacity with Sarasota County.

Contractor: “Special Magistrate Meg Wittmer, I have substantial evidence that Mr. Harvey Ayers has told another untruthfulness or a lie whatever you want to call it.
I believe that the credibility of the witness is in question here and now I have two objections to Mr. Ayers’ credibility, he has just lied and said he has never been dishonest.
The integrity of these proceedings and swearing under oath is vital to a proper defense, a proper prosecution of Sarasota County and when a witness makes a comment that he has never been dishonest which is now on the records and I have this (referring to a large stack of public records and investigations into Harvey Ayers history) from the City of Punta Gorda, where he was found to be untruthful after more than 40 Internal Affairs Investigations, plus, plus, plus…”
“A: (Harvey Ayers) I have no problem answering any questions Your Honor, I can maybe clear this up”.
“A: (Harvey Ayers) Yes, Your Honor, I have not been dishonest, I have not ever been accused of or found to be perjured or false statements in my entire career in law enforcement or in code enforcement, I was ultimately terminated from the Punta Gorda Police Department yes, I did, but not for lying or for perjury or for false statements…they were policy violations… I have never been untruthful, I have no reason to lie and I am not going to lie today and I am going to be completely upfront and honest”. - (3) Qualifications. Architects and Engineers are not required to be professionally registered in the State of Florida as a condition of appointment to a Board. The citizen at large member (Lawyer Brian Keisacker) shall be selected for appointment from Sarasota County resident applicants deriving no income from any source connected with the construction industry. Appointment shall be based on demonstrable training and experience acceptable to the Board of County Commissioners. PLAIN AND SIMPLE! Brian Keisacker is defiant!
- 4) Term of Appointment. Board members shall be appointed for a period of three years. The Board of County Commissioners may relieve Licensing Board members of their appointment for failure to attend a majority of the meetings each fiscal year. It is our beliefs from personal experiences with lawyer Brian D. Keisacker, has violated Respondent’s constitution rights where Brian D. Keisacker as chairman of the Sarasota County General Contractors Licensing and Examining Board did not accord due process guaranteed under the United States Constitution and served as a consumer representative, Brian Keisacker is in clear violation of Sarasota County Ordinance 22-127(3), where Brian Keisacker earns income from the construction industry.
Yet Brian Keisacker refuses to follow the law:

Brian Keisacker sits on the Board as a “Citizen at large (consumer representative)," one of three such positions required by Sarasota County Code § 22-127(1)(a). Of note, "[t]he citizen at large member shall be selected for appointment from Sarasota County resident applicants deriving no income from any source connected with the construction industry." Sarasota County Code § 22-127(3) (emphasis added). See also, § 489.131(10), Florida Statutes (2019).
Brian Keisacker represents dozens of clients in matters that are directly related to the construction industry.
In a résumé submitted with Brian Keisacker’s advisory application, Keisacker states:
“Prepare and file pleadings, motions, and responses to all aspects civil litigation in areas including foreclosure, boundary disputes, construction defects…”
Since Brian Keisacker practices construction law and collects fees from construction related clients, he is currently deriving income from the construction industry, which is prohibited for individuals serving on the Board in his capacity. Brian Keisacker’s application to serve on the Board clearly and definitively indicates Brian Keisacker derives income from the construction industry, thereby defeating the intended purpose of a citizen/consumer representative.
Brian Keisacker’s specializes in construction law and advertises on their website as follows:
“Our firm provides a variety of services to contractors, subcontractors, suppliers, homeowners in connection with construction law matters, including preparation, negotiation and review of construction agreements as well as the preparation and service of notices to owner, claims of lien, contractor final affidavits and other document required by the Florida Construction Lien Law. Should litigation become necessary to enforce or defend the claim of a construction lienor, we prosecute and defend all aspects of lien foreclosure actions.”
Therefore, Brian Keisacker must not be on the Sarasota County General Contractors Licensing and Examining Board, yet Brian Keisacker is defiant and will not follow the ethical rules Brian Keisacker is supposed to follow.
In sum, since Brian Keisacker occupies a seat on the Board which forbids earning income from the construction industry, Brian Keisacker may NOT legally serve the citizens of Sarasota County on its General Contractors Licensing and Examining Board, and Brian Keisacker cannot and must not preside over matters within the jurisdiction of the Board.
